Gabriela Scutea was appointed Prosecutor General of the Prosecutor's Office attached to the High Court of Cassation and Justice (Ro.: PICCJ) on February 20th, 2020. Prior to her appointment, she held management and executive positions at all levels of jurisdiction, having a 24-year activity in the Public Ministry of Romania.
Gabriela Scutea has a managerial experience consolidated through the functions she held within the judicial system - Deputy Prosecutor General, First Prosecutor of the Prosecutor's Office attached to Brasov Tribunal, First Deputy Prosecutor of the Prosecutor's Office attached to the Court of Brasov. She has expertise in the field of central administration in Romania, holding office as state secretary in the Ministry of Justice, as well as in the field of cooperation with the institutions of the European Union.
During 2013 - 2016, as Minister-Counsellor at the Permanent Representation of Romania to the European Union, Gabriela Scutea represented the Ministry of Justice in relation to the bodies of the European Commission on issues regarding the achievement of the benchmarks established in the Cooperation and Verification Mechanism regarding the reform of the judiciary and the fight against corruption. From this position, she also contributed to the management of files in the area of criminal law and judicial cooperation, which were on the agenda of the Council of the European Union.
Between 2010 and 2012, Gabriela Scutea attended the meetings of the Consultative Forum of the Prosecutors General of the EU Member States, during which they discussed the fundamentals for future strategic initiatives, including the European Public Prosecutor's Office (EPPO). In 2012, she worked within the Working Group of the Consultative Council of European Prosecutors (CCPE) to the Committee of Ministers of the Council of Europe, which prepared Opinion no. 7 on the "Management of the means of Prosecution services".
She is a graduate of the Faculty of Legal Sciences of the "Lucian Blaga" University of Sibiu and has a Master's Degree in "Crime, Deviance, Prevention and Social Intervention", obtained at the Faculty of Sociology and Social Assistance of the University of Bucharest.
