Equipping the structures of the Public Ministry (PÎCCJ, DIICOT, DNA, territorial prosecutor's offices)
with IT equipment necessary to comply with the measures to prevent and combat the effects of the COVID-19 pandemic,
and with an integrated system for data storage and data access security

 

ABOUT THE PROJECT
The project is structured around two major components, as follows:

The first component, corresponding to Target 2 of Milestone 165 of the NRP [National Reform Programme], involves equipping the structures of the Public Ministry as a whole with necessary IT equipment in compliance with measures to prevent and combat the effects of the COVID-19 pandemic. Thus, this first component contributes to increasing the resilience of the judicial system by modernizing the IT infrastructure at central and local level (courts, prosecutor's offices, offices and other local structures), including by providing technical infrastructure for remote work, digitizing documents (including archives), improving communications, ensuring accessibility of services for people with disabilities, etc.

The second component, corresponding to Target 3 of the same milestone, involves the development of an integrated system for the protection of data and of data-center networks. Thus, this second component contributes to improving cybersecurity capacities (by providing equipment and training), both at central level (PÎCCJ, DNA and DIICOT) and at local level (for courts and prosecutor's offices).
BENEFICIARY - The Prosecutor's Office attached to the High Court of Cassation and Justice
OBJECTIVES:
• Increasing the resilience of the judiciary system by modernizing the IT infrastructure at central and local level, including by providing technical infrastructure for remote work, digitizing documents (including archives), improving communications, ensuring accessibility of services for people with disabilities, etc.
• Improving cybersecurity capacities (by providing equipment and training), both at central and local level. 
ACTIVITIES: 
Activity 1 -
Acquisition of IT-related technical equipment
Activity 2 - Acquisition of an integrated system for data storage and data access security
Activity 3 – Audit of project results
RESULTS
• Equipping the prosecutor’s offices at central and local level with IT-related technical equipment – fixed workstations (desktop), mobile workstations (laptop), A3 scanners, A4 scanners, MS Office 2019 Standard suite;
• Equipping the Prosecutor's Office attached to the High Court of Cassation and Justice with an integrated system for data storage and data access security;
• Auditing the executed investment.
 
TARGET GROUP - The categories of staff within the Public Ministry who will benefit from the equipment provided through this project (prosecutors, clerks, specialists, civil servants, contract staff, related staff), as well as litigants. 
 
IMPLEMENTATION PERIOD – January 17, 2023 – January 17, 2026
 
FINANCING
The total value of the project is 50,500,000 lei (without VAT), the entire amount coming from non-reimbursable external financing.

•  January 17, 2023 – SIGNING OF THE FINANCING CONTRACT between the Ministry of Justice and the Prosecutor's Office attached to the High Court of Cassation and Justice
February 9, 2023 - PRESS RELEASE regarding the signing of the financing contract for the project "Equipping the structures of the Public Ministry (PÎCCJ, DIICOT, DNA, territorial prosecutor's offices) with IT equipment necessary to comply with the measures to prevent and combat the effects of the COVID-19 pandemic, and with an integrated system for data storage and data access security"
March 26, 2024 – Signing of the contract for the purchase of IT technical equipment – fixed workstations, mobile workstations and Office type licenses (date of publication: April 1, 2024)
• April 22, 2024 – Signing of the contract for the acquisition of the integrated system for storing and securing access to PÎCCJ data, consisting of IT equipment and licenses (date of publication: May 17, 2024)

• October 3, 2024 – Notice of participation for the purchase of A4 and A3 scanners and multifunctionals for the prosecution units next to the courts of appeal, PÎCCJ, DNA and DIICOT

• April 3, 2025 – Signing of the contract for the purchase of A4 scanners (publication date – April 10, 2025)
•  April 11, 2025 – Signing of the contract for the purchase of A3 scanners (publication date – April 14, 2025)
•  April 17, 2025 – Signing of the contract for the purchase of A3 color laser multifunctional equipment (publication date – April 28, 2025)
